This report describes the Automated Radiation Monitoring System (ARMS) and the Locking and Alarm System (LAS) of the NICA complex. The ARMS is designed for continuous round-the-clock radiation monitoring. This system not only ensures the radiation safety of the staff, bur also excludes access to the areas with an increased background. The system consists of a set of hardware and software for processing and presenting information about the radiation situation. The complex of hardware is built of intelligent detection devices which allow to register the ionizing radiation, produce a blocking signal and inform with the help of a light and sound alarm when the control level of ionizing radiation is exceeded. The LAS is designed to ensure the safety of the staff when working at the accelerator complex. It provides the door control and delimits access to the accelerator zones. The system is built on the Siemens industrial equipment. The LAS has a division into three parts which provide the required flexibility during the mode¿s choice. It allows to carry out the parallel operation in experiments inside the collider and for the extracted beams.
