A number of Russian institutions also take part in this project: NRNU MEPhI, NRC "Kurchatov Institute" - ITEP and others. The European Synchrotron Radiation Facility (ESRF, Grenoble, France) is the main international collaborator of the project. It is proposed that USSR include both a storage ring and soft FEL, and one linac will be used for injection in the storage ring and as a driver for the FEL. The preliminary design of 6 GeV storage ring with transverse emittance of 50-70 pm*rad is done. The general concept of the top-up linac is proposed and the beam dynamics is simulated.
