  At report will discussed design low energy cooler for NICA buster gives information about starting production elements of cooler. The cooling and accumulation heavy ions with high charge need at very high vacuum condition at presence intensive ion and electron beams. Early this task was realized in BINP for LEIR cooler for accumulation ions bunch for LHC and this expearency used for new cooler with additional diagnostic tools that was tested at high voltage 2 MeV COSY cooler.
