  abstract     = {{Coherent electron cooling (CeC) is a novel technique for rapidly cooling high-energy, high-intensity hadron beams. A plasma cascade amplifier (PCA) has been proposed for the CeC experiment in the Relativistic Heavy Ion Collider (RHIC) at Brookhaven National Laboratory (BNL).
