	Since the Higgs was found last summer at the LHC in CERN, Higgs factory was proposed as a future accelerator. A circular Higgs factory was considered in IHEP, with the possibility of converting the electron machine to be a pp collider in the future. Some accelerator physics problems are being studied and a preliminary design of the rings is given.
